The purpose of LTRC is to build the Public Recreation Program into and about public Schools, Grounds, Parks and Facilities by identifying it with all Public and Private Organizations having to do with Public Welfare, Education, Family Relations, and Prevention of Juvenile Delinquency.  To lessen the Burden of Local Government by reducing Vandalism, Community Deterioration, to break down Prejudice and Discrimination, and to lessen Neighborhood Tensions.
